Fixed missing murder flashlight textures for Linux clients

Fixed the map nomination menu displaying maps with their normal names if they are custom

If a map in the nomination menu is custom, like rd_asteroid_scg for example, it would show up on the nom menu as *rd_asteroid_scg instead of the intended [RD] Asteroid SCG. Map names will now show up right, and retain their asterisk.
Fixed the map nomination menu allowing nominations for maps that were later blocked from voting
Chocolate Rainbow
In the case of a map type that was previously played, the nomination menu should have blocked that type of map if it wasn't ready to be played again yet as to not allow wasted nominations. This has been fixed!

The rules menu in-game, accessed with !rules, has been replaced with a better menu that will also notify you if the wording of a rule has changed since you last read it. Additionally, the rules listing have been rewritten to better describe our rules!

Thanks to Rhimrifer for pointing it out, seems there were some spots where bots may have been getting stuck, this *should* be fixed now.
Fixed a bug with MVM and switching to their proper next mission
Front Line Fudge
No idea who is to blame for this bug, me or Valve. MVM is designed to go to the next logical mission in their mission cycles. I.E. An advanced mission to the next map's advanced mission. But for some reason, MVM reloads maps during the loading process and this never happens.

By forcing the server to switch to the next logical map/mission manually after the end of game countdown, this issue doesn't happen!

Fixed Gscramble not prioritizing certain scenarios when balancing players

GScramble will now correctly balance players with the lowest score, unless...they are an engineer with buildings, the only medic on their team. a medic using their uber, someone being ubered, someone carrying the intelligence, and lastly, someone who has been balanced already within the duration of the current map.
AutoScramble is using .wav files instead of .mp3s for scramble announcements

Randomizer will no longer render your weapon invisible to the entire server when using !cantsee
